Is there a better way to secure a portable basketball system that sand or water?

I am looking for suggestions to secure the base of my system Portable basketball. The base is on the grass on the side of the road. I think the arena is becoming too heavy to move and each time the water from freezing in New Jersey. There may be other ways.
