Basketball Coach Youth League?

IMA currently 17 in the Bay area of SF. Anyway one of the things that really I would make is Peewee basketball coach (as any person under 13) in low-income niehgborhoods, but can not find any organization like the that on the internet or newspaper. Does anyone have some tips that I can go to become a coach? Or maybe some tips on how I create my own basketball league youth? Thanks
